The case for international value ETFs is missing its numbers

A content-hub article pitches insider-led international value, with ICPY up 12.87%. It never proves the neglect.

Value investing has had a strong run in the United States. The open question is whether that enthusiasm has crossed the Atlantic. ETF Trends' Portfolio Strategies hub argues it has not, calling international value ETFs the neglected side of the rotation and telling advisors to look past the domestic surge. The hub's underlying pitch: foreign stocks trade at a meaningful discount to comparable US listings, and international exposure hedges the concentration risk that has become the market's dominant worry.

The argument centers on a specific flavor of value, one built on insider behavior rather than price multiples. When executives buy their own shares, or a company repurchases stock, the people with the clearest view of the business are committing cash to it. That is the idea behind the Tweedy, Browne International Insider + Value ETF (ICPY), which couples the firm's bottom-up discipline with buyback and insider-purchase screening.

Through June 30, ICPY's net asset value was up 12.87% for the year, so the formula has at least one result behind it. What the article does not offer is evidence for the neglect. It says investors and advisors have not shown enough enthusiasm for international value, but it does not provide fund flows, compare assets under management, or cite a survey. The piece runs on ETF Trends' Portfolio Strategies content hub, part of VettaFi's network, and it reads as asset-manager storytelling rather than independent reporting.

None of that invalidates the thesis. An insider-trading screen with a value overlay has a long track record, and the valuation gap between international and US equities is real. But the reader is being asked to accept the central claim — investor indifference — without a single number aimed at it. In an indexing business where fees and flows carry the conversation, leaving flow data out of an argument about neglect is a conspicuous silence. The next set of international fund flow numbers will say more than this article does.
